Long Term Housing Property Manager

FSLA Classification:  Non-Exempt
FTE: .75-1 FTE      

Purpose of Position: Support the mission of Sponsors assisting individuals from Lane County released from Oregon state correctional facilities and the Lane County Jail in making a successful re-entry into our community.  Sponsors is nationally recognized as a model utilizing best practices in re-entry services.

Reports to:  Sponsors Operations Manager

Supervisory Responsibilities: This position supervises long-term housing case manager(s), and on-site property managers at Sponsors-owned properties (currently Ferry Street, Lincoln Street, Riverview)

Primary Objective: The Long-Term Housing Property Manager is responsible for the overall management and operations of Sponsors’ long-term housing. The Long-Term Housing Property Manager works in close collaboration with staff across the organization and is an integral member of the Sponsors team.

Job Duties:

Leases, Units, Notices
• Maintain up-to-date housing rosters for all long-term properties. Track unit availability; develop and execute a consistent and equitable process to notify participants and staff about open units and steps to apply
• Receive and screen housing applications, staff with Case Management and other departments/programs as appropriate before making unit offers
• Execute leases, manage and issue keys, conduct move-in walk-throughs, organize and maintain tenant files
• As necessary, post notices and address lease violations in a manner consistent with landlord-tenant law and, as applicable, Housing First principles
• Maintain timely and consistent follow-through on all communications, including resident complaints and official postings/notices
• Manage and oversee unit turnover. Ensure rooms are cleaned appropriately by the exiting resident, conduct exit walk-throughs with departing tenants, coordinate additional cleaning/repairs as necessary, store property as required by landlord-tenant law; approve deposit refunds as appropriate and in accordance with an exit walk-through checklist
• Ensure compliance with Home program requirements

Section 8: Oversee general administration of Section 8-related responsibilities across Sponsors’ properties
• Complete and submit Requests for Tenancy Approval (RTAs) to Homes for Good in a timely manner
• Schedule and coordinate HQS inspections (coordinate w/inspector, post notices if shared housing, inform property manager (as applicable).
• Communicate with finance department regarding move-in dates, rents, subsidies
• Maintain regular communication with Homes for Good regarding tenants holding Section 8 vouchers

Property/Maintenance Supervision
• Respond in a timely manner to all tenant communications and requests
• Serve as point person for tenant communications related to facilities management and maintenance
• Coordinate with maintenance staff to address necessary repairs, and to communicate move-out/move-in dates so that necessary renovations/repairs can be scheduled in a timely manner and ensure units are move-in ready
• Coordinate regular schedule to ensure long-term property upkeep (interior and exterior, including landscape)
• Conduct scheduled walk-throughs (interior and exterior) to identify potential areas of need, ensure adherence to relevant safety regulations, and assess tenant compliance with property-related lease requirements

Programmatic Coordination
• Coordinate and communicate with Long-Term Housing Case Manager and on-site house managers where applicable to address resident needs in an effort to support housing stability and mitigate lease violations
• Coordinate with external property managers regarding existing and prospective master leases
• Works closely with The Way Home team and Admin/Finance Department
•Engage in planning discussions and activities pertaining to potential new housing developments

Staff Supervision
• Lead and represent the property management effort within Sponsors
• Provide direct oversight and supervision for long-term housing case manager(s), and on-site property managers at Sponsors-owned properties (currently Ferry Street, Lincoln Street, Riverview)
• Supervise long-term case housing case manager and on-site property management staff
• Maintain regular communication and support to ensure role clarification and reinforce job expectations
• Conduct employee evaluations and enact progressive discipline as necessary for all staff.
• Coordinate and facilitate property management related meetings.
• Coordinate with management staff to facilitate the ongoing training and professional development of long-term housing case manager(s) and property management staff across the Sponsors program

Skills and Knowledge:

• Critical to have the ability to work effectively and efficiently with little to direct oversight
• Knowledge of the resources and services available through Lane County’s Housing Authority, Homes for Good (Section 8 Program, Public Housing, etc.)
• Excellent understanding of affordable housing and Fair Housing Law
• Understanding of the “Housing First” model, working knowledge of the philosophy behind it, and familiarity with existing program that employ the Housing First model
• Excellent communication skills, both written and verbal
• Knowledgeable about and supportive of Sponsors mission and values; committed to advancing social justice in our community
• Enthusiasm for and proven success developing and implementing systems to manage large amounts of information in order to enhance organizational consistency and efficiency

Education and Experience:• 
Higher education degree in related field preferred
• Experienced in the consistent and equitable application of Landlord-Tenant Law
• Experience providing training and supervision/guidance to a diverse staff who perform a variety of job duties
• Past experience developing and maintaining positive collaborations with partner agencies and providers

Work Environment:
The incumbent typically works in an office environment and uses a computer, telephone and other office equipment as needed to perform duties.  May encounter frequent interruptions throughout the work day.  Visits to residents in the homes are a regular part of the work day.

Physical Demands:
Walking upstairs, sitting or standing at a desk for prolonged periods of time. Noise level in the work environment is typical of that of an office environment.
